Is there a correct way of applying: eye cream, toner, moisturizer? what strokes?

I think I've watched it on TV but i can't remember..Is there a correct way of applying: eye cream, toner, moisturizer? what strokes?
Start with toner: the best way, lightly tapping your skin. Follow with moisturizer, with upward movements. Careful not too strong. Last, eye cream: lightly tap with ring finger (it麓s because it麓s the least strong finger) from the inside corner outwards, and from the browbone inwards. Starting with toner, gently rub on face in an upward circular motion. Allow a few seconds to air dry. Next, apply your moisturizer in the same pattern, starting in the T-Zone and working up and out toward the hairline.
